What is the International Shipping Federation?

Maritime ISF is known as International Shipping Federation (ISF). It is a shipowners' organization, founded in 1909 as a European shipowners' organization and became a worldwide shipowners' organization only in 1919. The International Shipping Federation represents the interests of shipowners in all matters relating to the employment and safety of seafarers and is based in London.

The International Chamber of Shipping has three main objectives.

(1) To provide and exchange up-to-date information on seafarer employment for its members.

(2) To present and coordinate the views of national shipowners in light of developments in the employment of seafarers.

(3) To represent the interests of its members to governments and unions in international forums dealing with seafarers' issues. The Federation focuses its work on labor standards, often dealing with trade unions, and its main task is to coordinate and present the employer's point of view.


The International Chamber of Shipping also acts in an advisory capacity for the International Maritime Organization, the United Nations Conference on Trade and Development, and the United Nations Economic and Social Council. Within the IMO, ICS is primarily concerned with the manning and training of seafarers, having participated in the development of the 1978 International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers.

Along with crew salaries, health, and union coordination, ICS operations also cover crew manning and organization. While the International Maritime Organization and the International Labour Organization are both partners in ICS, and while ICS is primarily for the benefit of shipowners, it actively participates in the development of significant International Labour Organization conventions and resolutions relating to seafarers' employment conditions, health training, and welfare. As a result, ICS plays a significant role in the development of the shipping industry.

The International Chamber of Shipping has 28 member states, owns more than half of the world's gross tonnage of ships, and has a crew of more than 500,000.
